A headmaster in Wakiso district has been arrested with a school girl in his car at night in a suspected sexual act, raising questions on the safety of children in the hands of their would be protectors.
Mr Charles Lwanga (pictured above) is now being held at Nsangi police station on charges of defilement, although by filing this story Newsday had not yet established whether the results from police doctors had confirmed the allegation.
But the deputy Kampala Metropolitan Police Spokesperson, Luke Oweyesigire said that Mr. Lwanga’s file has been completed and will be forwarded to the Resident State attorney for perusal.
“We have him and much of the investigations is complete. His file should be taken to the State attorney for perusal anytime,”Oweyesigire said by telephone.
Mr. Lwanga has been the head of St. Vernon Secondary School in Maya off Masaka-Kampala road. The School is owned by former National Resistance Movement contender in that party’s Primaries for the post of Busiro East Parliamentary seat, Mrs Mary Ssendi.
On the incident, Mrs. Ssendi said that trouble started when she took a roll call and found that one of the girl’s (name withheld) was missing from the dormitory.

“A search for the girl started until we found the head teacher and the girl in car outside the gate. The head teacher had processed a pass out for the girl, which is illegal,” Mrs. Ssendi said.
She said that according to school regulations, it’s herself that must issue permits for girls to go out of the school.
Neighboring residents at the school said it wasn’t the first time Mr. Lwanga was “spending” time in the car in during evenings with girls.
“He has persistently done that and we have always drawn the attention of the school directors about Lwanga’s conduct,” one resident said.
