KAMPALA-UGANDA/NEWSDAY; A whistle blower has reported to the Inspector General of Governement- IGG what he called stinking corruption in the department of works and engineering in Kampala Capital City Authority- KCCA.
In a April 26 letter, the whistle blower alleged that Mr. Joel Wasswa and Jcob Byamukama should particularly be investigated.
Ms Kamya recently visited KCCA and held discussions with its leadership and forged ways to fight corruption.
‘As an insider, I am personally pleased with this development and your office’s interest in partnering with the public in investigating corruption at KCCA and the public service at large,’ the whistle blower’s letter reads.
The letter alleges that the engineering department of KCCA is stuffed with some corrupt faces who must be investigated.
‘As you set up a unit at your office to investigate corruption at KCCA, this is to point you at the source of our troubles which is in the engineering department in particular Byamukama Jacob and Joel Wasswa,’ the letter received by the IGG’s office on April 26 reads.
It is alleged that the two have frustrated and suppressed contractors who have failed to oblige their corrupt tendencies.
‘A Forensic audit of the newly reconstructed roads like Jonh Babiha road and the reconstruction of the and old taxi park will reveal a rot in the department,’ the letter alleges.
About JACOB BYAMUKAMA.
He is a registered Engineer with 18 years’ experience. He is the Contracts Manager for Roads and Junctions at Kampala Institutional and Infrastructure Development Project –KCCA. He too is an Acting Deputy Director for Roads Management at KCCA.
Jacob is responsible for planning and implementing sustainable urban transport initiatives. He previously worked for the Local Government of Uganda as a District Engineer.
He too served as a Transportation Consultant for over 8 years, and he also worked in Scotland. Jacob Byamukama has a Master’s Degree in Transport Planning and Engineering from the University of Leeds, and a Bachelor’s Degree in Civil Engineering from Makerere University.
