KAMPALA: Rwanda President Paul Kagame has dismissed 16 military officers including two Generals.
A statement by the Rwanda Defense Forces said the Commander-in-Chief had dismissed Maj Gen Aloys Muganga and Brig Gen Francis Mutiganda.
“He has also authorized the dismissal of 116 other ranks and approved the rescission of service contracts of 112 other ranks,” the Rwandan army stated.
According to the RDF, the dismissals and rescissions take immediate effect.
According to the New Times, a Rwandan government media house, “Muganga previously served as acting Chief of Staff, RDF Reserve Force, in 2018, and later in 2019 appointed the commander of the mechanised division.”
“On the other hand, Mutiganda previously served as the Director General, External Security at the National Intelligence and Security Service (NISS) until October 2018 when he was recalled back to RDF headquarters,” the New Times added.
Rwandan laws on downsizing, discharge, demobilisation and dismissal indicate that the commander-in-chief can dismiss soldiers due to gross misconduct.
The dismissal of the two generals came one day following Kagame’s in the military leadership. A new minister of defense Juvénal Marizamunda was appointed, replacing Maj Gen Albert Murasira.
“Lt Gen Mubarakh Muganga was appointed as the new Chief of Defence Staff, replacing Gen Jean-Bosco Kazura,” the New Times reported.
