MBARARA: Dr Robert Mwesigwa Rukaari, the MP for Mbarara City North, has been named the best performing legislator among the 17 lawmakers found in Ankole sub-region.
The developments come following the release of a new report on the performance of Members of Parliament in Mbarara City, Rwampara, Isingiro, Ibanda and Kiruhura districts.
Dr Rukaari who is also the chairman of the NRM Entrepreneurs League came top after scoring 90.1%.
Released by Ankole Political Activists Club (APAC) the report says MPs were assessed mostly basing on service delivery and media engagement as well as fulfillment of campaign pledges.
Mr Ronald Kyamadidi, the chairperson of APAC, and Patrick Kabatereine Nuguless, the Project Coordinator at APAC, released the results after weeks of research.
Kyamadidi told a press conference in Mbarara on Monday they based their research on consultations with voters across the constituencies, media house and community leaders.
“We have 17 MPs representing various constituencies in Ankole sub-region. We ranked them basing on service delivery,” he said.
Kyamadidi noted that various legislators had made several pledges without fulfilling them while others had lost touch with their electorates.
“Several MPs do not engage with the media to inform the public about what they are doing or what they plan to do,” Kyamadidi said.
Dr Rukaari, was followed by Bukanga MP Stephen Kangwagye Rwakanuma, Isingiro West’s Reuben Arinaitwe, Kanshongi’s Tayebwa Herbert Musasizi and Mbarara City South’s Mwine Mpaka.
The APAC leaders hailed the media for cooperation during the consultation process.
They said the next group of MPs to be assessed will be those from Greater Bushenyi.
Why Rukaari ranked high
According to the researchers, Rukaari has maintained a good working relationship with the media where he briefs the press on a monthly basis on what he is doing for the Constituency.
“Recently he fought land grabbers in various parts of the Constituency and vowed that as long as he is still the MP, no one will steal public land,” Kabatereine said.
He added that Rukaari had delivered barbed wire and poles to fence off the Kyarwabuganda public land which was on the verge of being grabbed.
“Land grabbing aside, Dr Rukaari has provided support to various youth groups, women groups and other vulnerable people,” Kabatereine said.
Most recently, Rukaari distributed tonnes of maize and bean seeds to all constituents to improve yields now that the planting season has come.
Other areas
Rukaari is famed for contributing to the construction of various churches and mosques in City North.
He has also renovated various dams, boreholes and supplied mosquito nets, sports kits and solar lights to different trading centres.
Kangwagye and other key MPs were also rated high because of their engagement with constituents through supporting farming efforts and funding health, infrastructure, education and community projects.
