President
Museveni ordered that his government will start monitoring and regulating the activities of religious leaders claiming to perform healing miracles.

He was Sunday, December 15, commissioning the Temple Mount Church of All Nations, a mega-church in Mulago, Kampala, owned by Prophet Samuel Kakande.

The occasion was graced by thousands of congregants from Uganda and other African nations.
He said this was to give more trust to good pastors , protect public health but also weed out exploiters.

Museveni said that while religious practices must be respected, healing claims should be verified scientifically.

“If you heal, the government is a quality controller. When there are industrial products, there’s an organ called the National Bureau of Standards. For healing, there are professional health bodies which must be involved,” he explained.

The president cited a need for thorough medical documentation to validate miraculous healings.

“We must get those people—the ones you say were healed; we must check. If he comes, let’s first get proof that he is sick. Don’t heal him immediately. Let’s take the biochemistry, the blood, and other checks so that we know that he is sick, and then you cure him. Thereafter, we will praise you for the miracle,” the President said.

Museveni again
warned against religious leaders discouraging people from seeking medical attention. “If you say don’t go to the hospital, I will cure you, and then somebody dies or the condition gets worse, that would be another problem.

On the holy water which is allegedly sold at this church at a high price, the president
highlighted the importance of quality assurance, especially if healing or holy water is being sold.

“If it is free water, you take it. If you’re healed, there’s no problem. But if you’re selling the water, that’s a business now. We are going to study that water to ensure it’s not harmful or dangerous,” Museveni said.

On his part Prophet Kakande welcomed Museveni’s remarks, praising the President for fostering peace and freedom of worship in Uganda.

He said his church can host over 25,000 people highlighting the church’s role in promoting religious tourism, revealing that they host 800–1,000 visitors weekly from countries including Zambia, South Africa, and Kenya.
It had luxurious amenities such as a hotel, restaurants, and a shopping center.
