According to sources at Uganda parliament, which is commencing debate Tuesday after a long recess, the bill has been put on order paper as third business.

Meanwhile there is a silent campaign to urge Mps regardless of their political affiliation to attend in large numbers.

The move is seen as a catalyst to have the bill handled successfully and the reinstatement of the court martial which the supreme court outlawed in January this year.

One of the opposition MP told media that he suspects the early return of the bill after this recess where Mps went with shs 100m pocket change is a calculation.

” The way I see these people want to bring back the court martial thing and am not surprised that messages urging big attendence are rife” he said.

The bill returns is most likely to come with fear among the general public and suspects whose matters were rendered dormant by the supreme court ruling.

Whereas the court ordered for the transfer of such files to regular courts, most of such cases apart from that of Dr Kiiza Besigye and his friend Hajj Obeid Lutale remain unmoved.

Even the court martial it’s self went in recess with not much business pertaining non members of the army whose matters were being handled by the same.

But Busiro East MP, Medard Ssegona was quoted in media warning that any move by government to bring back the infamous court martial will be met by resistance from Mps who love this country and the rule of law.

He said the supreme court ruled in black and white and no amendments can heal the decision apart from possibly a referendum and said if government misbehaves they will run back to courts.
