Busia District Officials Charged Over Fraud

The anti graft agencies have arrested several suspects in Busia who are allegedly behind the stealing of government funds which was meant for road maintenance

The agencies led by the State House Anti corruption unit working together with Uganda police and the office of the DPP later arraigned them in court .

The arrests came after the agencies conducted multiple barazas and engagements with the residents of Busia Municipality, where various grievances were expressed as security took note.

After several checks ,many district officials were marched before the Busia Chief Magistrates Court on Charges of Theft and Conspiracy to Defraud the government.

According to the mvestigations, these charges are related to the misappropriation of the UGX1 billion road maintenance grant.

The officials who were charged include, Mr Baganzi Ronald Ross, former Town Clerk Busia MC, current TC Kumi, Mr Kiganda James Farouk, Municipal Engineer, Mr Chimulwa Wycliffe, Principal Accountant, Mr Sekamanya Martin, Assistant Engineering Officer, Mr Kundu Javenarly, Foreman Works, Mr Kyaligonza Christopher, Manager Shell Busia and MrMukisa Were, Assistant Manager Shell Busia

Court heard that the accused allegedly using the engineering department, and in conspiracy with staff of Shell Busia, channeled funds through Shell Busia station disguised as fuel supplied to the municipality.

So far, investigations have established that over UGX200M of the UGX1 billion grant was misappropriated.

Meanwhile, Mr Asset David, the Chairperson, North “C” PDM SACCO, was charged with demanding money from several PDM beneficiaries for them to access their funds. They were all remanded till 30th May 2025.
