State House Anti Corruption Unit Vows On Kira Road Millions Property Wrangles

The State House Anti Corruption Unit (SHACU) has warned negative elements against unfounded information pertaining to it’s Investigations in a property wrangle along old Kira Road saying nothing will stop it from fighting the corrupt but they will adhere to the law

The unit has vowed to continue working with Uganda police and other agencies to endure Mr Yusuf Ssemakula currently on the run is arrested to face his charges of malicious damage among others.

Ssemakula is wanted by Kira Road police vide case reference SD 78/05/06/2025 where on June 5,2025 he illegally broke the perimeter wall of a disputed property in which he is embroidered.
He and his agents have allegedly since then used social media to write unbelievable and false claims against the workings of the unit.

In a statement from the unit yesterday, the Unit spokesman explained that there is no such a claim like obstruction of court orders or otherwise and that they will continue to persue and serve justice as ordered by the president.

The development is a folding climax of the on going Investigations where Mr Ssemakula and Yusuf Ssemakula have long tried to take over the millions property of the late Johnson Orech Eliba on plot 106 old Kira Road/LVR1837 folio 11 in Ntinda , Kampala by twisting the law.

For starters it all started on December 26,2022 when late Eliba’s home was razed by the Ssemakulas forcing minister of Lands , Housing and Urban Development, Hon Judith Nabakooba to ask the SHACU to intervene in line with the president’s directive of having any eviction first cleared by the district security committee and the minister her self.

Her directive coincided with a petion from Mrs Atim Evelyn on behalf of the Eliba’s family asking the unit to investigate the unlawfully eviction.

On Investigations, it was found out that the Ssemakulas acted out side the law since there was an injunction stayiing an eviction and a pending case vide No 99 of 2018 awaiting judgement in the Curt of Appeal.

In the historical legal battle, Mrs Lucy Mary Orech now deceased who was the administrator of the Eliba’s estate had filed a suit against Mutwalibu Kaboggoza now deceased, Mr Sulait Ssemakula and Aber Stella in High Court vide civil suit No 106 of 2011 challenging the purported sale of the family home by Aber Stella as fraudent.

Lucy Orech additionally filled a Misc application No 174 and 175 of 2011 seeking temporary and interim injunction against the defendants which were granted in her favor.

However to beat off the threat, Kaboggoza secretly filed another case vide HCCS No 234 of 2011 against Ssemakula and Aber Stella in Nakawa High Court and entered a consent amongst them selves on December 6,2011 through a MISC application No 175 of 2011 declaring that Kaboggoza was the rightful owner of the disputed property.

Legal documents indicate that Kaboggoza had immediately wanted to use the development to evict Mrs Orech but the Registrar Lands intervened. Kaboggoza ran to court and justice Andrew Bashaija ruled in his favor dismissing the ancient case No 106 but Mrs Orech was again able to get a temporary injunction staying execution from justice Christopher Madrama which is currently unbroken meaning that any further unlegal attempts by Ssemakula is unlawful since he doesn’t hold the ground and even favoring legal documents were issued to Kaboggoza now a deceased so they can’t apply to him without legal revisitation.
