KAMPALA-UGANDA/NEWSDAY: Kampala Capital City Authority’s (KCCA) executive director, Ms Dorothy Kisaka, has reportedly asked for a hasty temporary leave.
This comes as the parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) is closing in on her and apparently considering an inquiry into the allocation of Shs 1.06 trillion towards road works in Kampala city.
The African Development Bank (AfDB) extended a $288 billion (Shs 1.06 trillion) loan to Uganda for construction of roads and improve drainage systems under the Kampala City Roads Rehabilitation Project (KCRRP).
However, the city’s technical team allocated up to Shs 15 billion to construct just one kilometre of each of the 31 roads, which has caused public uproar as the figure is exorbitantly high when compared to the standard unit cost.
Kampala Lord Mayor, Erias Lukwago, has over the past raised concern over what he termed as the inflated cost for construction of the 31 roads measuring about 70km in total, around five municipalities of Kampala.
“There is a cartel involving proxies of the regime and functionaries within the system at KCCA. This money is given with one hand and taken away with another,” Lukwago was quoted saying recently while addressing the media on this road saga.
A source privy to parliament’s COSASE has today confirmed that they are lining up KCCA among government authorities that are to soon be investigated over misappropriation of funds.
“We have learnt that the KCCA executive director has asked for a quick leave perhaps to avoid or delay a thorough improvised inquiry into the Shs 1 trillion road works money. We won’t compromise with such manner and if she is not ready to appear before the committee, we’ll find a way to effect this,” one of the COSASE members (name withheld) disclosed to this paper.
The committee is yet to set the date when the probe will commence.
Lord Mayor Lukwago has called for an immediate inquiry into the alleged mismanagement of funds meant for city roads.
