KAMPALA-UGANDA/NEWSDAY: Uganda’s Judiciary has remanded its driver, Stanley Kisambira who complained about low pay.
Mr. Kisambira Male was remanded on Monday to Luzira prison after being charged with the offense of promoting hate speech.
He was arraigned before Buganda Road Chief Magistrate’s court in Kampala where section 26A(1)(C) of the computer misuse (Amended) Act, 2022 was quoted as one he contravened.
The maximum sentence of the offence is a seven-year jail term or payment of seven hundred and fifty currency points or both.
This is the first publicized case involving the new law that was fronted by Kampala central member of Parliament, Mohammed Nsereko.
This particular section forbids any one to spread unsolicited information through a computer unless the sending or sharing of the unsolicited information in the public interest.
A Prosecutor told court that Kisambira, a 46- year old male adult, on May 12 through a computer, shared on Judiciary transport WhatsApp group his recorded audio which was likely to promote hostility against judges in the Judiciary, in that judges’ salaries are unfairly over and above those of their drivers and that a driver can decided to cause road accidents by ramming into a moving truck thereby, killing the judges and their bodyguards.
Kisambira was not allowed to take plea and will return to court on June 2. He was arrested last week.
Kisambira alleged in his recording that he earns Shs235,000 monthly salary, inadequate to take his family through hardships. Judiciary Permanent secretary, Pius Bigirimana said Kisambira was a liar.
