When he bought a plot next a storey building ,he hatched a plan to use fraud and make the building his so he could always secure loans using it as a collateral.
Years later the secrets have been escavated by the State House Anti-Corruption Unit
in collaboration with the Uganda Police and the DPPs office.
The alleged offender, a business man,Kamya Gordon Mustafa of Nsangi along Masaka road in Wakiso district was Wednesday 4th November, 2025 arraigned before Nsangi Chief Magistrate’s Court on charges of obtaining credit by false pretences and fraudulently creating a certificate of title.
It is alleged that Mustafa fraudulently acquired a land title belonging to Mr. Higenyi Jackson and used the property—on which stands a storied building—as collateral to secure a loan from Post Bank.
Investigations revealed that Mr. Higenyi purchased the land in Kitemu in 2005 and constructed a storied building known as “Nebanda House,” which he rented out to tenants.
However in 2019, Mustafa purchased an adjacent plot and obtained the parent title from the registered owner, with instructions to subdivide and create a title for only the portion he had lawfully acquired.
But instead of processing his portion, Mustafa allegedly transferred the entire parcel of land, including Mr. Higenyi’s section, into his name and subdivided it into three new plots.
In 2023, he reportedly secured a UGX 60 million loan using the same property as collateral. To support his loan application, he is said to have submitted photographs of Nebanda House, including one showing him standing near the building, falsely claiming ownership.
The matter has been adjourned to the 2nd of December, 2025.
