Business Executive Director charged over UGX 800M Procurement Scam

The executive director of Hongera Saana Uganda Ltd , Mr Muyomba Ashiraf has been arraigned before the KCCA Chief Magistrate’s Court on charges of obtaining goods by false pretence, forgery, and uttering false documents.

He has been remanded until 10th December 2025.

It is alleged that between December 2024 and April 2025, at Minister’s Village, Ntinda in Nakawa Division, Kampala District, Hongera Saana Uganda Ltd falsely presenting itself as a Presidential Mobilization Body for Peace and Development under the Office of the President fraudulently advertised a bid notice in the newspapers inviting suppliers for various goods.

Muyomba identified suppliers and proceeded to enter into contracts with them including, Ms. Nasali Shillo of Kisco International Limited and Mr. Kezimbira Isaac of K.K.N Enterprises Limited, who were contracted to supply goods worth close to UGX 800 million.

After delivering the goods to the Hongera Saana Uganda offices in Minister’s Village, Ntinda, the suppliers’ efforts to secure payment have been unsuccessful.

The delivered items included; thousands of kilograms of maize, soya, groundnut, and rice seeds, posho, cooking oil, sugar, mattresses, metallic double beds, farmate spray pumps, knapsacks, tear drops, branded T-shirts, umbrellas, and caps, and branded backdrops , among others.

All attempts to secure payment for the delivered goods have been unsuccessful.

Investigations further revealed that Hongera Saana Uganda had no affiliation or relationship with the Office of the President, contradicting the claims made in the fraudulent bid advertisement
