Government has now given Naguru land to a non-named American company for redevelopment, 14 years after a modern planned estate project flopped.

State minister for Lands Dr. Chris Baryomunsi says that apart from the US based company, yet to be known, the land that was formally reverted to the Uganda Land Commission (ULC) will be distributed to medical facilities.

These include the Iran Hospital, Uganda Heart Institute, Naguru-China Friendship Hospital and a Kenyan medical company.

On October 15, 2007, government and Opec Prime Properties – Uganda Ltd signed a public-private partnership (PPP) covenant to redevelop Naguru. The project would start in 2011 covering the entire 160-acres of land.

After the contract with Opec Prime Properties, government embarked on an eviction exercise that left many former occupants of the old estate crying.

The Opec project had been named “New Kampala” and would have 1,747 flats, bungalows, commercial buildings, a five-star hotel, a referral hospital, schools, houses of worship and recreational facilities.

On October 14, 2013, President Museveni laid the foundation stone for the construction of the estate.

Dr. Baryomunsi who was speaking at the 2016-2021 manifesto week did not say when the new projects would kick off.
