Gen. Elly Tumwine says Museveni must prepare for power transfer

Gen Elly Tumwine has said that for long term stability of Uganda, President Yoweri Museveni must prepare for a smooth changeover of power and that during his tenure as advisor, he will say it straight to the President.

“As I take on my new advisory role, I will advise (President) Yoweri Museveni to prepare for a smooth transition of power for a long-term stability of our country,” Gen. Tumwine said on Wednesday after handing over office.

Mr. Museveni has been in power since 1986 after a five year guerilla war with his National Resistance Movement Army (NRA). But he has since fallen out with a great number of his contemporaries some of whom now view him as a tyrant that has derailed from the core values that took them to the Bush.

Tumwine, is famed for having fired the first bullet that set the war that brought President Yoweri Museveni to power.

Tumwine’s Wednesday statement is a sharp U-turn for a man who has played a sycophant role praising Mr. Museveni on almost everything criticized by Ugandans.

The controversial general was relieved of his duties in the June 8 new women dominated cabinet in high profile positions and will now take up a new job as presidential advisor on security.

He handed over office to Maj. Gen. Jim Muhwezi who succeeded him as security minister.

Tumwine has for many times faced public barrage over his inhumanely statements when Ugandans have been shot dead by security agents.

In November 2020 after the killing of Ugandans caught up in the Bobi Wine protests he said police had a right to shoot and kill anyone for as long as they deemed it fit.

In April this year he said the country could do without bodabodas and internet.
