Bigirwa gives IGG seven days to start forensic investigations into Deputy Speaker Among

KAMPALA-UGANDA/NEWSDAY: National Unity Platform Mobiliser, Moses Bigirwa had demanded the Inspector of Government (IGG) to launch quick investigations into the deputy speaker Annet Anita Among.

Through his lawyers of Ssemango and Co. Advocates, Bigirwa also asked for protection of his family under the whistleblower’s Act saying he is endangered. He described his arrest and prosecution which resulted into being remanded to Kitalya for nearly a week as malicious.

“The circumstances surrounding the investigations, arrest and subsequent arraignment in court of our client was all tainted with malice by police officers protecting Among. Rushing to arrest our client without first ascertaining the truth, insisting he was extorting, detaining him beyond the time within is contrary to the law,” the lawyers wrote.

According to the lawyers, IGG was petitioned by a whistle blower on 5th day of November 2021 regarding the allegations of irregularities, abuse of office, abuse of power, illegal and corrupt practices of Anita Among and on the same day Bigirwa was arrested.

“He was taken to unknown detention where he underwent torture and several of his human rights were violated during detention. Our client was called to a meeting on other matters not relating to Among. He has never met her asking for money or even been to her place in regard to extortion”, the letter reads.

The lawyers describe Bigirwa as law abiding without any criminal record and that what he is facing now are trumped up charges.

“Unless you unconditionally within seven days cause an investigation into the matter and take appropriate action, we have full instructions to seek justice,” they warned.

Lawyers have also said that they have written to the DPP requesting for forensic investigations into the time for calling Bigirwa in a meeting, CTV footage of his car as he arrived in court and production of the clips recorded when he was asking for money.

Following the IGG petition was a dossier titled Museveni to remove Deputy Speaker.

Barely a year after becoming Deputy Speaker of Parliament, President Museveni has come under pressure to remove Anita Amongi following numerous reports filed about Anita Amongi Mafia, shoddy and corrupt dealings.

The November 3 petition to IGG

The whistleblower in his petition says the unbecoming behavior OF Among is disgraceful and contrary to President Museveni’s induction of the new MPs at Kyankwanzi message where he promised to purge the Institution of Parliament of corruption.

“Unfortunately stinking corruption is currently perpetrated by the top most office of Parliament and trickles down through Parliamentary committees and to individual Members of Parliament,” the petition reads.

The Whistle blowers claim that Anita Amongi’s conduct not only brings dishonor to the Office of the Speaker of Parliament but also disgrace.

“This Petition is based on 14 grounds warranting a forensic investigation into Amongi’s conduct,” The petition says.

Among is accused of  Purchase of official vehicles for Speaker and deputy Speaker where it is alleged Among flouted all Procurement procedures of Parliamentary commission and provisions of the PPDA act when she involved  the purchase of two official vehicles of the Speaker and Deputy Speaker, Toyota Land cruiser Y8 models, from a local bond of her choice.

The petition says that Among requisitioned Shs. 1.2Billion, the same cost of brand new models, but only made a    cash deposit of 500 Million shillings leaving an unpaid balance of 700M todate.

“Hon Anita Among behaves corruptly, abuses her position and violates all existing laws,” the whistle blower alleges.

It is also said that she blackmailed Roko, the company contracted to construct new chambers of Parliament to pay her campaign debts else she would Influence the Parliamentary commission to find any fault or breach and cancel their contract.

It is also alleged in the petition that Among took a bribe of Shs.500m from tycoon Sudhir Ruperellia to provide rentable space to MPs.

 Other grounds

Hon Anita Among behaved corruptly when she accepted a bribe of USD 300,000 from a city businessman Ham’s Kiggundu In exchange for stopping Parliamentary investigations into circumstances surrounding breaches In the Nakivubo Stadium Public Private Partnership agreement and ongoing shoddy works to restore the historical National stadium.

Also accused and that the whistle blower to be subject of investigations are MPs Asuman BaSalirwa, Hon Rona Musinguzi, Hon Kateshumbwa and Hon Patrick Nsanja for their role in covering up and making a false report on the status of Nakivubo redevelopment.

Anita Among’ behaved corruptly when she demanded for a bribe from an Investor undertaking the Lubowa Hospital project.

Hon Anita Among the period preceding becoming Deputy Speaker of parliament ishi accused by one Gidagui Gregory and illegally selling off and selling to him forest land comprising BLOCK 113 PLOT 555 Namanve at Shs. 6bn.

Hon Anita Amongi contravened the leadership Code conduct by failing to declare the car gift in her returns filed to the IGG.

Abusing office and corruptly when she demanded for payment of 1 Billion shillings from Ministry of Health officials in return to influencing deletion of parts of committee findings by the parliamentary Committee that Investigated management of the Covid pandemic by the Ministry of Health, chaired by Abdu Katuntu.

False declaration statement the IGG- Among contravened the leadership code act when she made false declaration of wealth in her annual returns to the IGG.

Demand for Shs. 5bn from Permanent secretaries demanding that they each find from their budgets an annual pay to her private projects of Shs 5 Billion in exchange to being shielded from any investigations by PAC and COSASE, the oversight committees of the house.

Directive that a sum Shs. 30bn be secretly included in national budget for her office and cars
