KAMPALA-UGANDA/NEWSDAY: Video has emerged of a Uganda Police officer, Wabwire firing at his victim, Uttam Bhandari, a money lender.

The killer policeman is seen seated with his gun in a que near a man while Uttam Bhandari is seated nearby perusing filed.

Wabwire then turns his gun and fires at Uttam Bhandari causing a stampede. Uttam Bhandari collapsed and Wabwire moves out.
