KAMPALA-UGANDA/NEWSDAY; The permanent secretary of the ministry of Lands has ordered a joint boundary opening on the disputed 140 acres of land currently being battled for by Buganda Land Board- BLB and tycoon Hamis Kiggundu through his Kiham Enterprises Company.
In a May 24 letter to BLB https://newsday.co.ug/lands-blb/ that the ministry of lands Permanent Secretary- PS Opio Henry Ogeny authored, he ordered a joint boundary opening.
”There is a need for boundary opening of plots 23974, 23975, 23976 and 23978 in relation to Block 273,” Ogeny wrote.
Mengo had vehemently fought off the exercise claiming it will be an exercise to authenticate alleged forgery orchestrated while creating Kigundu’s titles.
Buganda Kingdom’s affiliated media outlets early this week alleged that the ministry of lands had cancelled Kiggundu’s titles. I n a Video two weeks ago Kiggundu accused BLB is running fake media campaigns for deception.
While Kigundu says his land titles were curved out of public land, BLB has insisted the place is Kabaka’s Mailo land.
Kiggundu has labelled top officials of BLB but without evidence ”thieves” who hide behind the Kabaka to blackmail, steal land and malice those who speak the truth against them.
The contested land is situated behind Serena-Kigo and Mirembe Villas land, off Munyonyo Spur Road, and extends inwards sharing common boundaries with Serena-Kigo, Mirembe Villas and Lake Victoria.
Kiggundu’s lawyer Fred Muwema has accused BLB of fighting for Serena Hotel, Kigo.
‘’The talk about freehold titles overlapping Mailo, according to Muwema must have begun after BLB applied to amend the boundaries of block 273 during the creation of a lease in favour of Serena on plot 23042- that explains why Serena holds land under two tenure systems on Mailo land, 37.30 acres and on former public land- 95.34 acres currently owned by our client,’ Muwema says
BLB’s irregular moves
Muwema says that BLB irregularly made an extension of Mailo land block boundaries to cover the total lake area.
‘We maintain that our client’s titles do not overlap Kabaka’s Mailo,’ Muwema said and asked the Land commission to either dismiss BLB’s claim or institute a joint survey involving BLB and Kiham which has now been granted.
