448 govt officials arrested over corruption, Shs.35bn recovered in 2022.

KAMPALA-UGANDA/NEWSDAY: The State House Anti Corruption Unit (SH-ACU) has registered a record milestone saving the theft of Shs. 35.484bn while it arrested and arraigned in court 448 people, mainly government officials this year alone.

Of the total number arrested, courts have convicted 70 culprits. Most of these included government accounting Officers, Executive Officers, managing directors, Secretaries of Commission, CAOs, and Town Clerks among others.

SH-ACU’s head, Brig. Henry Isoke in a 2022 annual report SH-ACU Report 2022 A5 Sample (1) seen by Newsday, said that the war against corruption is winnable. Brig. Isoke took to the helm of the SHACU on February 5th 2022 from Col Edith Nakalema.

“The Unit is agile and swift in its response to complaints by the general public on cases of corruption in the country. I take this opportunity to thank you all, the Wanainchi, the media, religious leaders and all stakeholders who continue working with us in fighting corruption in the country,” Brig Isoke said.

SH-ACU focuses to have a corrupt-free nation and it has laid down four key strategic direction goals to achieve its mission.

One of the key issues is preventing corruption and this is one through building capacity of key stakeholders. For example on March 17th, Brig Henry Isoke lectured CID officers on the causes of corruption, its effects and strategies to fight the vice at the Kibuli CID training school.

The other is the detection and disruption strategy of corruption. Working with other agencies like ISO the unit has focused on the ability to tell the occurrence of acts or omissions of corruption.

“This has facilitated anonymous reporting by the citizens through a wide range of platforms, and liaison and information sharing with other government agencies,” SH-ACU said in the report.

The detection strategy, this year alone has enabled arrests of officers who steal government drugs and or sell public land. In Fort Portal, land along River Mpanga Mill lane in Fort Portal City was saved. Lira city land, Land belonging to Kazo Primary School, in Kawempe (Half acre), Land in Kyarwabuganda, Mbarara district (7 acres, Kaduku Forest Reserve Land, Masindi were saved.

This year has also seen an increment in the rapid response to corruption alerts. SHACU has carried out operations and investigations mainly focusing on Local Governments and various officers were arrested.

Under the support and co-ordination, SHACU has nurtured linkages with other anti corruption agencies to smoothen investigations and speedy resolutions of cases.
