As the vetting of President Museveni’s new cabinet begins next week, cabinet appointees are already preparing their academic credentials to present to the Members of Parliament on the appointments committee.

Inside sources within the committee indicate that MPs are ready to carry out the interviews. The National Resistance Movement (NRM) has 22 members on this committee.

“Yes we are ready for the vetting. There is a lot of lobbying from many appointees, some coming with offers,” one member of the vetting committee told Newsday on Saturday.

The committee is mainly occupied by the ruling NRM cadres and headed by the Speaker, Jacob Oulanya.

On June 8, Museveni named 78 individuals for posts of cabinet and state ministers. He named the deputy president of the Forum for Democratic Change-FDC, Joyce Nabbosa Ssebugwawo as state minister for Information and National Guidance.

But she faces academic questions which according to rules should be an equivalent of Senior Six just like the MPs.

Ssebugwawo is ripe for the shame and political death that former Kampala Mayor Al Haji Nasser Ntege Sebaggala encountered when in 2011 he had been as appointed cabinet Minister without portfolio, but never made it to the ministry yet the opposition had already shunned him.

Ssebugwawo has also been sacked from her deputy president role in FDC by party president Patrick Amuriat.

Her evident English ineffectiveness and unknown academic qualifications are some of the issues that will not be overlooked. But she has an advantage of a clean record of morals.

On Friday, a close source of Ssebugwawo said she spent the day looking for Shs. 50m supposedly to help her before and during the vetting.

Ssebugwawo is not only a politician but an entrepreneur. She has served as minister in the Buganda Kingdom where she joined in the early 1980s. She worked there as a Minister for women, community work and mobilization

She has also served FD as National Chairperson and between 2011 and 2021she was Mayor for Rubaga Division in Kampala. She is an aunt to Queen Sylvia of Buganda.
