KAMPALA-UGANDA/NEWSDAY: The director of budget at the Ministry of Finance Planning and Economic Development (MOefPD), Kenneth Mugambe is in an alleged huge property construction in Mbuya, one of Kampala’s plush environs.

The multibillion estate is located just below former President Idd Amin’s houses a few meters from Nkombe estates.  The property sits on almost half an acre of land.

Mr. Mugambe, a civil servant for years is now one of the known property moguls owning properties including apartments in Kenya and around Uganda especially in Ntinda, Kololo, Mutungo, Lubowa and other up-class residents of the country.

He is a resident of Lubowa where he owns a palace-like house estimated at Shs. 3bn that was constructed and handed to him by Roko Construction Company after an upfront payment.

Mr. Kenneth Mugambe has 14 years working experience in planning, public expenditure management, public sector budgeting, macroeconomic management and public administration.

  • The Mbuya Property

As the Commissioner of Budget Policy & Evaluation Department at Ministry of Finance Planning and Economic Development, Mugambe is at the forefront of drawing up the national medium term expenditure framework (MTEF) that is used as a tool to determine the national expenditure priorities as well as the rationalization of resource allocation both in the short and medium term.

There are questions whether he has not abused his role to amass wealth. There are allegations that Mr. Mugambe works with some big names and fail to utilize government loans, allegedly depositing it to government accounts where they earn interest yet the tax payers continue to pay for the loans.

President Museveni on June 8 announced his new cabinet in which women took major slots. The President later told Parliament, the changes were in an attempt to better the governance system. Later on changes in the Permanent secretaries were named with some names fired in “public interest”.

Mr. Ramadan Goobi was named to replace Keith Muhakanizi the Permanent secretary in the ministry of finance. The President aimed at improving expenditures of the government.
