KAMPALA-UGANDA/NEWSDAY: Leaked documents have placed the state minister for lands Sam Mayanja and his Kampala Associated Advocates as being behind the registration Uganda Vinci Coffee company Limited.

Mayanja’s involvement and his KAA company are involved as lawyers who on 20-12-2013 signed a declaration of compliance form A2 in which they ascertained the company had been registered following all laws governing company registration.

Then managing partner at KAA David Mpanga and KAA as a firm presented UVCC to the Uganda Registrations bureau.

The KAA signed and swore that of all requirements to register a company in Uganda had been fulfilled.

The document bears the stamp of Sam Mayanja of KAA who is also the current state minister for Lands.

“We do solemn and sincerely declare that Uganda Vinci coffee company and that all requirements of the Company Act in respect of matters precedent to the registration of the said company and incidental thereto have been complied with,” the form reads.

It was signed and stamped by Sam Mayanja’s official stamp.

Vinci has attracted scrutiny after it signed an agreement to process coffee with government. The mind blowing concessions it received from government from utilities, to tax holidays and free land created room for questions.

Unconfirmed reports indicate that the company is entirely owned by aliens from the United Arab Emirates. They come from two families of Ismael Ahmed and Hisham.

Enrica Pinetti is said to be the chairman of the company and a director. And that is the reason she reportedly signed as witness and not shareholder.

Pinetti is on the spot for her dubious record in the construction of the International Specilaised hospital at Lubowa, which has failed three years after commencement with nearly above 400billion shillings so far released.

On Friday, Investments minister Evelyne Anite trashed the agreement in a radio interview saying it is going to be reviewed because it was signed improperly. Anite’s declaration puts to test the integrity of the her boss Matia Kasaijja, the PSST Ramathan Ggoobi and the attorney General Kiwanuka Kiryoowa.
